The aim of this paper is to present some reflections on the issue of competence and digital literacy, and to present some key elements to a pedagogical program for the integration of information technologies in teaching and learning processes. The perspective is learner centered in the respect that the theoretical inspiration is found in both cognitive and social constructivism. One of the essential conclusions is that the question of identity (the user, the student, the pupil) is an important aspect of integrating IT in education, and that the personal aspect of competence needs to be discussed more openly in the didactical (or organisational) process of teaching.
